Community Guidelines

Our decision-making and content moderation practices are grounded in core principles, including compliance with applicable laws, freedom of expression, respect for all individuals, harm prevention, human dignity, and fairness. When these principles intersect or come into conflict, we are guided by statutory obligations, internationally recognized human rights standards, and industry best practices.

In the context of Pakistan, our moderationapproach is primarily informed by applicable law including various rules and regulations such as thePrevention of Electronic Crimes Act, 2016(“PECA 2016”) and theRemoval and Blocking of Unlawful Online Content (Procedure, Oversight, and Safeguards) Rules, 2021(“Rules 2021”). We also draw guidance from global frameworks such as theUN Guiding Principles on Business and Human Rights, theInternational Bill of Human Rights, and theConvention on the Rights of the Child.

1.Minimum Age Restriction

Only individuals who are 18 years of age or older may access or use Poppo Live. This protects the safety and well-being of our community.

2.Upholding Transparency and Consistency

We believe our community should clearly understand the rules that guide us andhow they are enforced. We communicate our policies in plain language and apply them fairly. While we aim for consistency, there may be circumstances where other priorities, like legal compliance or protecting vulnerable users, must come first. In such cases, we will be open about why the action and resulting decision was made. We maintain detailed, time-stamped logs of all moderation activities, including the nature of the violation, related content, user details, actions taken, legal basis, and any other information required to be stored as per the applicable laws.

3.Ensuring Fairness

Moderating millions of pieces of content each day demands careful and impartial judgment. Our process is grounded in evidence and fairness to ensure that enforcement decisions are objective and well-reasoned. We ensure that all content moderation decisions are proportionate to the nature and severity of the violation. When action is taken, we provide clear notice and offer users the opportunity to appeal, ensuring thatoutcomes remain transparent, equitable, and trustworthy.

4.Prevent Harm

Our top priority is to keep the platform safe and welcoming. Harm can be emotional, physical, mental, financial, or societal. We do not allow content that encourages dangerous or illegal activities that risk serious physical harm or death. We only restrict illegal and harmful content when absolutely necessary, and in a way that minimizes impact on expression.

5.Child Safety

At Poppo Live, protecting children is our highest priority. We do not tolerate any form of child sexual abuse, exploitation or endangerment of minors. For this policy, a minor is anyone under 18 years of age. We recognize that livestreaming is an interactive space where risks can emerge in real-time; hence, our safeguards extend across live streams, replays, comments, chats, profiles, avatars, usernames, gifts/transactions, and external links. We strictly prohibit the creation, sharing, or streaming of any content involving the exploitation or abuse of minors in any form. Any content, behaviour, or account activity that violates these rules will be removed immediately. By registering, users confirm that they meet this minimum age requirement. Any account found to be operated by or managed on behalf of minors will be suspended or removed, and repeated attempts to bypass age 4restrictions may result in permanent bans. In serious cases, we will escalate matters to the relevant law enforcement agencies and child protection agencies.We continuously evaluate and improve our protections to stay ahead of emerging risks. By combining strict enforcement, proactive monitoring and user education we are committed to making Poppo Live a safe and inclusive space for all users.

We are dedicated to safeguarding the privacy of our community and of individuals featured or referenced in the content published on our platform. We work to ensure that no shared content reveals personal information or intrudes upon anyone’s privacy.

Allowed Content

We welcome content that is respectful towards people of all backgrounds, identities, ethnicities, sects, cultures and beliefs. Content should be accurate and not misleading. It may be creative, educational, musical, entertaining, or inspiring; however, content must be original or used with the necessary permissions, suitable for all audiences, especially minors, and fully compliant with applicable laws as well as our Community Guidelines mentioned above.

Prohibited Content

To protect our community and ensure that everyone can participate safely and respectfully, Poppo Live enforces the restrictions listed below. Our goal is to maintain an inclusive and supportive environment for all users. Any content that violates this Policy or applicable laws will be removed. This includes but is not limited to:

1.Harmful Content

a.Terrorism refers to any online activity that directly or indirectly promotes, supports, or facilitates violence or intimidation against individuals, institutions, or the state to advance political, religious, or ideologicalaims. This includes incitement, glorification, recruitment, propaganda, support or operational guidance for terrorist acts, and any communication designed to create fear, disrupt public order, or coerce governmental or public action. Such content is a serious criminal offence, subject to immediate removal and potential referral to law enforcement agencies

b.Extremismrefers to the promotion of radical ideologies or organizations that encourage violence, discrimination, or the suppression of rights in pursuit of political, religious, or sectarian goals. This may include propaganda, advocacy for intolerance, or calls for unlawful action.

c.Threats to national securityrefer to any content that undermines the sovereignty, integrity, or defenceof Pakistan, such as the disclosure of sensitive state information, support for hostile actors, or activity intended to destabilize the country.

d.Incitement to violence, criminal intimidation, or threatsrefers to encouraging or threatening physical harm,coercion, or unlawful acts against individuals or groups.

e.Material harmful to public order refers to content that could cause unrest, panic, or disorder, or undermine lawful authority or community safety.

f.Violent and illegal activitiesrefers to content that is excessively violent, gory, or graphic, including depictions of severe injury or death, footage of road accidents, street fights, physical attacks, corpses, torture, assault or sexual assault, footage showing bodily fluids such as blood or vomit, with the intent to shock or disgust viewers, or content that encourages others to commit any violent act, and content promoting illegal goods, controlled substances, or services prohibited by law.

g.Trespassing on burial placesrefers to content recorded atgraveyards, shrines or tombs with the intention of disrespecting the sanctity of such places.

2.Sensitive Content

a.Disrespecting Religious Beliefsrefers to content that mocks, insults, misrepresents, or shows deliberate disrespect toward any religion—including Islam—is strictly prohibited. This includes offensive depictions of Islamic beliefs, practices, symbols, revered figure(s), or the revered scripture(s), as well as hate speech, slurs, or misinformation targeting Muslim individuals or communities. Content that undermines the dignity or glory of Islam, promotes religious hatred, or incites division based on faith.

b.Pornographyrefers to obscene or sexually explicit content, any indecent text, depictions or descriptions of sexual body parts, sounds of a pornographic nature, fetish material hared with the intent of sexual gratification or any obscene material prohibited under applicable law.

c.Sexually Explicit Content or Sexually Suggestive Contentrefers to any adult sexual activity, any form of nudity (including partial or minor nudity), sexually provocative behavior, insulting the modesty of any woman, content related to illegal sexual products or treatments for sexually transmitted diseases, vulgar information, performances (acts, singing, or recitations), gestures, content related to footage of deleted or censored scenes from movies or dramas that are prohibited by law, or depiction of sexual acts, whether real, simulated, or digitally generated that is not permitted under platform rules or applicable law. Such prohibited content includes:

i.Exposure, display, or detailed descriptions of sexual body parts whether through real, AI-generated, or animated images and videos;

ii.Depictions, implications, or graphic descriptions of sexual behavior and acts in a provocative or offensive manner;

iii.Distribution of pornographic material and content that invades personal privacy, such as explicit images, candid intimate photos, or leaked sexual material; and

iv.Usernames, captions, or tags designed to attract clicks through vulgar, obscene, or sexual language.

d.Suicide, Self-Harm and Eating Disorders:our platform strictly prohibits content that promotes, encourages, or glorifies suicide, self-harm, or eating disorders. This includes any posts, captions, comments, images, videos, or audio that instruct, sensationalize, or 7trivialize such behaviors, including participation in harmful trends or challenges. Content that graphically depicts self-injury or suicide, romanticizes these acts, or fosters unmoderated communities around them.

e.Inappropriate Contentrefers to content that puts people’s safety, privacy, or wellbeing at risk including use of derogatory or vulgar language.

f.Non-Consensual Contentrefers to livestreaming or recording individuals without their knowledge or explicit permission. This includes but is not limited to any content that is recorded, streamed and distributed without free, informed, and voluntary consent of theparticipant(s).

g.Sexual Solicitationrefers to content that facilitates, offers, or requests prostitution, commercial sexual services, pornographic and sexual content, and any attempts to exchange sexual encounters for money or anything of value. This includes but is not limited to content that could enable trafficking, coercion, non-consensual acts, or any of the following:

i.Content that alludes to or explicitly engages inescort services, sex chats or conversations;

ii.Content that depicts or implies sexual encounters for payments, or in-app gift transactions, or recruitment for third-party sex work;

iii.Sharing usernames, links, or references to pornographic websites, adult subscription platforms, or methods of buying and selling pornographic material.

In additiontothe above, sensitive content includes any accompanying language in captions, comments, or speech that promotes or encourages such content as set out above.

3.Hate Speech, Sectarianism, or Discriminationrefers to promoting hatred, hostility, or discrimination against individuals or groups based on age, caste, religion, ethnicity, sect, race,gender, sexual orientation, disability, serious illness, immigration or refugee status, victims of a major violent event, or other protected characteristics, or blasphemy and targeted disrespect of any religion

4.Betting or Gambling refers to content promoting, facilitating, or engaging in wagering, games of chance, lotteries, raffles, casino games, betting, and other gambling services where monetary benefits or digital currency is exchanged.

5.Inducement to Traderefers to any content that offers or promotes lotteries, lucky draws, or prize schemes that are tied to the purchase of products / goods.

6.Bullying, Blackmailing and Harassmentrefers to any content that targets individuals or groups with the intent to intimidate, threaten, shame, coerce, defame or cause emotional distress. This includes but is not limited to persistent unwanted contact, threats of exposing personal information,derogatory or abusive messages, coordinated attacks intended to humiliate or silence others or cause psychological harm, and acts of harassment or bullying carried out in retaliation.

7.Drug Use refers to any content that depicts, promotes, encourages, or facilitates the use, possession, manufacture, or distribution of illegal drugs or misuse of drugs.

8.Animal Abuse or Cruelty refers to content thatdepicts, promotes, exploits, or glorifies the beating, abandonment, neglect, or ill-treatment of animals; infliction of pain or suffering; or acts leading to starvation, thirst, or death. This includes but is not limited to content showing dogfighting, cockfighting or any coerced animal fighting or mistreatment of animals for entertainment, depictions of cruelty in the sale or trade of animals, the display of animal body parts, content that depicts animal rescues where animals are deliberately placed in harmful situations, or any other graphic content involving animals that is intended to shock, disgust, or distress viewers.

9.Human Trafficking or Smugglingrefers to any content that depicts, promotes, facilitates, or glorifies the unlawful movement of people including minors. Prohibited content includes:

a.Transportation, transfer, harboring, or receipt of individuals through coercion, deception, fraud, or abuse of power;

b.Content promoting or depicting exploitation for forced labor, sexual exploitation, slavery, servitude, forced marriage, or organ removal;

c.Procuring or luring minors or vulnerable individuals for illicit sexual purposes or for organized and exploitative beggary;

d.Promotion or facilitation of illegal entry, exit, or movement of people, including their sale, purchase, or import across borders, for the purpose of sexual exploitation, prostitution, or other immoral purposes;

e.Content offering or advertising services for undocumented travel, fake visas, passports, or other fraudulent documentation;

f.Depictions of smuggling routes, methods, or organized networks designed to assist in illegal migration;

g.Captions, comments, live discussions, or spoken words that glorify, encourage, or provide guidance on human trafficking, smuggling or related exploitation; or

h.Use of code words, slang, or disguised language intended to bypass detection of trafficking or smuggling content.

10.Deceptive or Fraudulent Content

a.Misleading Contentrefers to content that misleads, deceives, or exploits others. This includes, but is not limited to, content that has been technically doctored in a way to mislead users, promoting the use or sale of fake products / goods, spreading false or misleading information that could cause harm, including misinformation about health, safety, elections, or other sensitive matters.

b.Misinformationrefers to the deliberate creation, sharing, or amplification of false or misleading content that may cause harm to individuals, public health, safety, or democratic processes is strictly prohibited. This includes misinformation related to medical treatments, public health crises, elections, conflicts, natural disasters, or other sensitive events. Content that spreads conspiracy theories, impersonates authoritative sources, distorts verified facts, or misleads users—whether for political, financial, or social gain.

c.Impersonation and Fraudrefers to any content that misleads others by falsely representing an individual, group or organization. This includes but is not limited to creating fake profiles, using stolen content, or making false claims to deceive users. Creating fake or multiple accounts to mislead users and using misleading usernames to falsely suggest affiliation, endorsements, or authority are not allowed. Deepfakes or manipulated media that misrepresent someone’s identity, false claims of professional qualifications, misuse of logos or trademarks, and artificially inflating engagement through fake likes, followers, or views are also prohibited.

d.Spam and Deceptive Practicesrefers to any content designed to deceive or exploit users for personal or financial gain. This includes but is not limited to spam comments intended to collect personal information, scams, fraud, pyramid schemes, or infringement of intellectual property. We also forbid content that facilitates or advertises phishing, identity theft, or other deceptive businesspractices. Moreover, posting any external links that lead to malicious websites, phishing scams, unauthorized downloads, adult content, illegal material, or any content that violates our platform’s guidelines or applicable laws. This includes mass postingof irrelevant or repetitive links, deceptive redirects, and link manipulation intended to bypass moderation.

e.Defamatory Contentrefers to content that is false, harmful, or intended to damage the reputation of individuals, groups, or organizations. This includes accusations without evidence, malicious rumors, false statements presented as fact, and any form of slander or libel. Content that targets someone’s character, profession, or personal life with the intent to harass, embarrass, or defame.

f.Fake orIllegal Goods / Servicesrefer to the sale, promotion, or distribution of counterfeit goods, fraudulent services, or any products and services that are prohibited under applicable law.

g.Infringement of Intellectual Propertyrefers to uploading, sharing, or distributing content that infringes upon the rights of intellectual property holders—such as unauthorized use of copyrighted music, videos, images, logos, trademarks or branded material. Users are responsible for ensuring they have the appropriate rightsor permissions to share any content on the platform

11.Child Sexual Abuse Material (CSAM)refers to any sexual content involving minors, including minor nudity posted with a comedic intent, or any sexual content whether in imagery, video, or textual form, as well as any facilitation, solicitation, grooming behaviour, or anything that may allude to kidnapping, abduction, or trafficking of a minor.

a.Sexual Exploitation and Abuse of Minorsrefers to any sexualization of minors, including images, live streams,videos, chats, or even implied sexual content. Prohibited content includes:

i.Engaging in sexual exploitation of minors, including attempts to solicit nude images or videos, or sharing nude images with the minors, conducting remote indecent acts, grooming minors online for sexual contact, or exchanging explicit materials;

ii.Streaming content where minors are involved in inappropriate and provocative conduct, such as groping, kissing, or any other sexually suggestive acts

iii.Promoting inappropriate romantic relationships between minors and adults (pedophilia) or underage marriage;

iv.Displaying or depicting sexualized images, sexually explicit content or depictions of sexual organs (this does not include scientific diagrams or educational content);

v.Depicting or encouraging violence against minors, such as cyberbullying;

vi.Attempting to bypass safety restrictions and parental supervision, such as inducing minors to livestream or send gifts or chat inappropriately, or otherwise evade child protection features; or

vii.Streaming pornographic content featuring minors or promoting access to websites where such material is available.

b.Harmful or Dangerous Acts Involving Minorsrefers tocontent that endangers minor physically or psychologically. This includes showing or encouraging minors to:

i.Consume alcohol, drugs, tobacco, or e-cigarettes;

ii.Perform dangerous stunts, pranks, or dares (e.g., asphyxiation, electrocution, risky “challenge” trends);

iii.Handle weapons or explosives unsupervised; or

iv.Engage in violence, self-harm,or criminal activities

Even if performed by adults, any content that encourages minor to imitate dangerous behaviour will be removed.

c.Abuse, Neglect, and Exploitationrefers to content that depicts or promotes the physical, sexual, or emotional abuse of minors, including coercion, intimidation, or neglect. This includes simulated parental abuse, humiliation of children for entertainment, and exploitation of children for views or gifts. Users can not use the platform to groom minors, solicit exploit material, or manipulate them into unsafe interactions

d.Misleading Family and Child-Oriented Contentrefers to content that is targeted towards children and is posed as child-friendly but contains age-inappropriate themes, such as sexual jokes, violence, drug use, medical procedures, horror/gory elements, or mature humor. Further, labeling content as “safe for kids” in titles, descriptions, tags, or audience settings when it is not appropriate will result in removal and account suspension. Parents or guardians who include children / minor in their streams must ensure that the environment is safe, respectful and appropriate for minors and does not endanger them.

e.Cyberbullying and Harassment of Minorsrefers to any form of harassment and bullying targeted at minors. This includes shaming, mocking, or insulting children, revealing their personal information and address (doxing), leaving sexualized comments, encouraging others to bully them, or coordinated harassment campaigns or sexual grooming attempts

f.Prohibited Usersrefers to individuals convicted of crimes involving children, including sexual assault, trafficking, exploitation, grooming or abuse. Such persons are strictly forbidden from using our platform. If discovered, their accounts will be terminated and reported

12.Doxingrefers to the act of publicly revealing or threatening to reveal another person’s private, or identifying information without their consent.

Further revealing personal datarefers to sharing personal data such as home addresses, real-time location, phone numbers, email addresses, government-issued IDs, banking or financial details, workplace information, or private images and videos. It also includes sharing information about a person’s family members, children, or close contacts in order to intimidate, harass, or pressure them. Even if such information is publicly available elsewhere, sharing or reposting it on our platform without consent, in a harmful or malicious context that could expose individuals to the risk of harassment, exploitation, or identity theft, is not allowed.

13.Prohibited Advertisementsrefer to the purchase, sale, trade, gifting, or advertisement of certain goods and services on our platform which are restricted or prohibited under applicable law. This includes any attempts to conduct such activities during live streams, through comments, private messages, or linked external sites. We do not tolerate activities that encourage harmful behavior, illegal trade, or exposure of restricted products to minors. The following goods and services are strictly prohibited from being sold, advertised, raffled or promoted on Poppo Live:

a.High-risk drugs, non-medical or recreational drugs, prescription drugs outside of legitimate medical or awareness discussions, drug-based products or any positive depictions encouraging use;

b.Alcoholic beverages or invitations to events where sales or consumption of alcohol are the focus;

c.Unverified weight-loss products, supplements, cosmetic surgery, procedures, enhancement products, misleading or unsafe “health remedies” promoted for commercial gain;

d.Fake, illegal, or regulated products / goods;

e.Sex toys, erotic products, genital enhancement products, adult entertainment business, adultsubscription platforms, or pornographic websites;

f.Cigarettes, cigars, chewing tobacco, vapes, e-cigarettes, and nicotine products;

g.Firearms, ammunition, explosives, bladed weapons, conversion devices, or live demonstrations promoting weapon use in violentor unsafe contexts;

h.Endangered species, protected plants, products made from them, or content depicting or encouraging poaching illegal trade of wildlife;

i.Items withdrawn from the market for safety concerns; or

j.any other product or service which is bannedfrom being publicly advertised under applicable law.

14.Promotion of Competing Products and User Poaching refers to promoting or advertising competing platforms, products, or services with the intent to divert users away from our platform. Similarly, any attempt to solicit, recruit, or "poach" users, creators, or clients for external services or platforms is not allowed. This includes direct messaging, posting promotional content, or embedding links aimed at redirecting our community to competitors.

15.Firearms, Weapons and Explosivesrefers to the promotion, sale, or unauthorized display of firearms, ammunition, explosives, or other weapons is strictly prohibited on our platform. This includes content that offers to buy, sell, trade, or give away firearms or related accessories. Users may not post instructions on how to manufacture, modify, or use firearms or explosives. Content that glorifies gun violence, depicts the illegal or irresponsible use of weapons, or incites real-world harm is also not allowed

16.Other Unlawful Contentrefers to any content prohibited under applicable law. This includes content that undermines public order, decency, morality, or any material amounting to contempt of court or incitement to commit an offence or any material / content which in our discretion is against our policies and guidelines

How We Moderate

We combine technology, trained reviewers, and clear processes to keep our platform safe while protecting free expression. Our goal is to review content, apply rules consistently, and be transparent about our decisions. However, we have the discretion to remove any sort of content posted or user account on our platform if we are of the view that such content violates the community guidelines or is contravention of any applicable law.

1.Report & Triage

Users and authorities can report violations through our in-built accessible tools. It is quick and straightforward. Simply click the “Report”button on the post, message, or account in question. Select the type of violation, and, if possible, provide additional details or evidence to help our team review your report faster. All reports are logged with timestamp, reporter (confidential), content link, violation type, and user ID. Alternatively, user may report complaints via email at contact@hippo-connect.net. All complaints will be reviewed and resolved within 7 (seven) days.

Notwithstanding the above, where a report has been formally filed with the PTA, content will be removed within forty-eight(48) hours, or within twelve(12) hoursin urgent cases as directed by the PTA.

2.Detection & Review

Our AI tools help flag potential violations, but human moderators, trained in local law and platform policy, make final decisions. Additionally, any content in violation of our Community Guidelines may be automatically blocked as well by our content moderation mechanism and technologies.

4.Appeal

If a user is aggrieved by the removal of their content, temporary restrictions, account suspension, or permanent deactivation, they may submit an appeal through the app or website’s built-in appeal mechanism. Alternatively, an appeal can belodged via email at contact@hippo-connect.net,clearlystating the grievance and explaining how the content does not violate the Community Guidelines. All such appeal will be reviewed and resolved within 14 (fourteen) days.

5.Privacy & Reporter Protection

We protect the identity of those who submit reports and never share it unless required by law or a court order. All reports are stored securely, encrypted where possible, and only accessible to our trained moderation team.

6.Roles & Accountability

i.Compliance Officer: Liaises with PTA, ensures statutory compliance, handles takedown and disclosure requests, and compiles regulatory reports.

ii.Grievance Officer: Manages user complaints, maintains complaint records, coordinates appeals, and monitors trends for policy improvements.

7.Transparency and Audit

We maintain detailed, time-stamped logs of all moderation activity which remain available for internal and regulatory review.

Data Handling and Privacy

We collect and process only the data necessaryto operate our platform, ensure safety, and comply with legal obligations. This may include subscriber information such as account details, content data, traffic data (indicating origin, destination, time, size, duration), and any other information required by the applicable law.We store user data and retain certain information, such as traffic data, for at least one yearor longer if required by the applicable law. All data is stored securely, with measures in place to prevent unauthorized access, alteration, or disclosure. We do not sell user data to third parties without prior consent. However, we may share data with the PTA or other competent authorities when required to do so under the applicable law or court order(s)
